Changing the locale can be useful for:
Fixing errors: Sometimes you must use a particular locale. For Hoshizora no Memoria, for example, you will get a critical error if you use anything except the Japanese locale. If something keeps crashing, changing the locale might fix the problem.
Reading an error: If you change the locale you can read what an error says.
Fonts: If your first language isn't English this can be very helpful to fix font problems.

The default font [中文简体 (UTF8)] is usually good and doesn't need to be changed. Japanese locale is [日文 (UTF8)]/ #6 but is usually not required.
